CULTUREVIVAL / SEMEN ALAS

The Sivas City Hall project is designed with the vision of a living “Culturevival Hub,” a place that goes beyond simply being an administrative center and revitalizes the ancient culture and heritage of Sivas with the power of future digital production and innovation.

This building aims to become the city’s new social and intellectual agora, combining the city’s traditional spirit with a modern management approach and technological production capacity.

With this project, Sivas Municipality will move beyond simply providing services to become a driving force that produces, educates, and celebrates cultural values on digital platforms. The “Culturevival Hub” will preserve the city’s cultural heritage, accelerate the integration of younger generations into the digital economy, and position Sivas among the smart cities of the future.

The layout of the area takes into account the entry directions of users, and pedestrian axes have been shaped by these factors. A city square has been created in the area where the main entrance is located in the northwest direction, and the area that users will first experience is provided by a gridal and modular landscape. In the design of the building, a gridal layout and modular building design have been achieved, and the relationships between the units have been considered in the 3rd dimension as well. The spiral staircases, which form the main circulation within the central glass mass connecting the two municipal buildings, guide users to the buildings.

Furthermore, a square has been created at the point where the axis formed by the bridge meets the axis coming from the residential area. This square directly connects with the conceptual areas, ensuring a link between the municipality, the users, and the conceptual spaces themselves. Elevation differences have been utilized at various points, creating a gap between the open parking area and the spaces, thus separating vehicular and pedestrian circulation.
