The project rede nes the boundaries of the municipal building in Sivas by trans forming it into an open civic hub that seamlessly integrates with the city. Within this framework, the concept of the Hybrid Ground reimagines the ground plane not as a static surface, but as an interactive

The circulation axis positioned between the build- ing’s two volumes creates a spatial corridor that naturally guides users toward the river landscape.

Pedestrian circulation is enhanced through voids integrated into the ground  oors, creating permeable passages that support walkability along the main movement axes.
