This project challenges the rigid and introverted character of traditional municipal buildings by proposing a hybrid urban center that blends public administration with production, commerce, and social interaction. At the core of the design is the “Coolive” concept, which redefines the municipality as an ecosystem where a Startup Center, a Co-operative Market, and various social facilities operate in synergy. The objective is to merge bureaucratic functions with civic life on the same plane, transforming the municipal campus into a 24-hour active focal point for the city.
The architectural form maintains a unified mass character while gaining a fragmented plastic value through strategic protrusions and recesses (articulation). Instead of a singular, monolithic block, this rhythmic massing breaks down the scale to a human level. This formal movement serves as a facade reflection of the functional diversity within; thus, the building preserves its institutional representation while establishing a dynamic and transparent relationship with the urban fabric.
The Agora, situated at the heart of the project, is designed based on ground-level continuity to ensure the uninterrupted flow of urban movement. This “urban carpet,” devoid of any level changes or barriers, offers maximum flexibility, allowing the square to host various public scenarios such as festivals, markets, and civic ceremonies. By integrating the street fabric directly with the plaza and the social ground floors, the design maximizes public accessibility and strengthens the spatial bond between the citizens and the municipality.
“Coolive” moves beyond the definition of a public office building, serving as a flexible urban platform that supports production, the local economy, and social life.
