“This proposal for the new Sivas Municipality Building is not just an administrative complex; it is an attempt to resurface the city’s lost memory. Guided by the historical traces of the now-dry Murdar and Kale rivers, the design concept relies on the contrast between the ‘static ground’ and the ‘fluid architecture.’ While the rivers have physically disappeared, the architectural culture of Sivas continues to flow. This project bridges the gap between the lost natural history and the living urban fabric.
Form and Structure Site analysis played a crucial role in the design process. The existing pedestrian axes defined the geometry and orientation of the buildings, resulting in a composition of two main masses and one independent annex.
The First Mass (Administrative): This block is dedicated to municipal services. To ensure flexibility and spatial continuity in the office areas, a reinforced concrete structure is employed. Specifically, a waffle slab system is chosen to cover wide spans (large spans) without interrupting columns, creating a modern and open workspace.
The Second Mass (Cultural): This volume functions as a public hub, housing a conference hall, museum, library, and cafe. Conceptually, it is designed as a dynamic form ‘rising from the earth,’ symbolizing the re-emergence of the hidden history. It establishes a strong direct relationship with the new public square. Structurally, this iconic form requires a hybrid approach. In addition to concrete supports, steel elements are used. We utilized truss systems and space frames in specific sections to support the complex geometry and the rising form.
The Annex (Social): Finally, a kindergarten and an elderly social center are located in a separate third structure. Due to their specific functions, this reinforced concrete unit is designed independently to provide a quiet and safe environment, isolated from the busy administrative circulation.”
