DIFFUSION / KADİR UMUT YAŞAROĞLU
This project proposes a municipal and urban center that reinterprets the historical, ecological, and socio-cultural layers of the city of Sivas through a contemporary understanding of public architecture. The core design approach is defined by the concept of “Diffusion,” which shapes both the spatial organization of the project and its relationship with the urban context. Diffusion is understood not merely as physical dispersion, but as the balanced permeation of governance, culture, public life, and ecological continuity into the urban fabric.
The project site is located at a strategic urban threshold that connects multiple urban nodes, becoming an integral part of a broader network through its relationship with green areas, water corridors, and transportation systems. The building complex adopts a permeable layout that integrates with its surroundings, offering a system of open and semi-open spaces that encourage public engagement. The fragmented and fluid massing strategy responds to the existing topography while guiding user movement in an intuitive and continuous manner.
Functionally, the project is organized around administrative units, cultural and artistic spaces, social interaction areas, and public open spaces. This distribution transforms the municipal building from a purely administrative structure into an active civic hub embedded in everyday urban life. While public accessibility and continuity are emphasized at the ground level, upper levels accommodate more controlled and institutional functions.
The relationship between architecture and landscape is strengthened through the integration of water elements and green corridors, forming an ecological backbone across the site. This system aims to reduce urban heat island effects, enhance pedestrian mobility, and promote social interaction. Ultimately, the project presents a spatial model of urban diffusion that embodies transparency, accessibility, and participatory governance, offering a civic architecture that evolves together with the city of Sivas.
