To design a municipality project in Sivas it was significant to analyze the project area and design a form accordingly. As area was analyzed, it was identified as a threshold in various ways such as it being in the middle of historical settlement and new settlements of Sivas, it was in the middle of university area and city square, and finally between low rise buildings and high-rise buildings. As the concept of threshold was researched the concept of liminality was found. Thus, liminality was chosen as concept for the design to connect   which means: “the physical spaces between one destination and the next”; “the transitional threshold between two fixed states in cultural rites of passage or between two dissimilar spaces in architecture”; or in psychology “being in between two stages of life or in the middle of changing from one mode of existence to another”.

After the concept was determined, axels for the area were decided and it was aimed to welcome pedestrians with an arched form while creating sub squares for the municipality and social hub. While doing this, it was decided to no cut pedestrian flow between north and south part of the project area since this axel was mostly used to just pass through. After form was decided, it was aimed to keep the flow inside the building and also make it easy for people to find what directorate they need easily. Directorates were placed on sided of the structure to capture sunlight as much as possible with wide windows.

As for the social hub part of the project, it was aimed to attract people from various types to keep the socializing at to point. With this aim various ateliers were made such as music atelier, technology atelier and dark rooms for photography along with multipurpose hall where people can see conferences or theatre plays. Also an urban memory exhibition was added to keep the memory of Sivas alive.
