Guided by the historical traces of the now-dry Murdar and Kale rivers, the design concept relies on the contrast between the &#8216;static ground&#8217; and the &#8216;fluid architecture.&#8217; While the rivers have physically disappeared, the architectural culture of Sivas continues to flow. This project bridges the gap between the lost natural history and the living urban fabric.<\/p>\n<p><strong>Form and Structure<\/strong> Site analysis played a crucial role in the design process. The existing <strong>pedestrian axes<\/strong> defined the geometry and orientation of the buildings, resulting in a composition of two main masses and one independent annex.<\/p>\n<p><strong>The First Mass (Administrative):<\/strong> This block is dedicated to municipal services. To ensure flexibility and spatial continuity in the office areas, a reinforced concrete structure is employed. Specifically, a <strong>waffle slab system<\/strong> is chosen to cover wide spans (large spans) without interrupting columns, creating a modern and open workspace.<\/p>\n<p><strong>The Second Mass (Cultural):<\/strong> This volume functions as a public hub, housing a conference hall, museum, library, and cafe. Conceptually, it is designed as a dynamic form <strong>&#8216;rising from the earth,&#8217;<\/strong> symbolizing the re-emergence of the hidden history. It establishes a strong direct relationship with the new public square. Structurally, this iconic form requires a hybrid approach. In addition to concrete supports, steel elements are used. We utilized <strong>truss systems<\/strong> and <strong>space frames<\/strong> in specific sections to support the complex geometry and the rising form.<\/p>\n<p><strong>The Annex (Social):<\/strong> Finally, a kindergarten and an elderly social center are located in a separate third structure.
