The Civic Core is conceived as a contemporary media and community center that reinterprets the relationship between historical heritage and public life through the concept of ontogenesis – the process through which living organisms grow, evolve, and adapt over time. The project approaches architecture not as a static object but as a dynamic system that develops through social interaction, knowledge production, and collective participation.

Located within a historic urban context, the design establishes a dialogue between the existing medrese and a new civic intervention. Rather than competing with the historic structure, the proposal preserves its spatial memory and reinforces its significance by allowing new architectural elements to emerge from and around it. The medrese courtyard becomes the social nucleus of the project, connecting different programs and public activities.

The architectural language reflects the idea of growth and transformation. Above the historic fabric, a lightweight steel canopy rises as a contemporary layer that traces the footprint of the medrese while creating sheltered public spaces. This steel structure also supports the suspended ramp system, which acts as a continuous circulation spine connecting various levels and functions

The program includes conference and seminar halls, podcast and broadcasting studios, digital media workshops, photography studios, collaborative workspaces, a library, exhibition spaces, and public gathering areas. These functions are linked through bridges, terraces, semi-open corridors, and elevated ramps that encourage interaction and visual connectivity. The circulation system allows visitors to experience the building as a sequence of interconnected spaces, much like moving through the layers of a living organism.

By integrating media production, education, culture, and community engagement, the Civic Core functions as a platform for civic exchange and collective growth. Inspired by the principles of ontogenesis, the project embodies adaptation, evolution, and continuity, creating a contemporary landmark that connects the historic identity of the site with the needs of future generations.
